Agricultural workers have just been accepted under the Technical Internship program. But the field of agriculture has suffered from chronic shortages of personnel. The Ministry of Agriculture, Forestry and Fisheries has said that the Agriculture employment population was 1,922,000, reduced by 91.7% from the last year and 40% from 1990.
Therefore, Japan accepts foreigner agricultural workers
with a certain level of knowledge only in National Strategic Special Zones. It is not disclosed what kind of knowledge is required.
The Technical Internship Program shall be continued. They suggest that excellent trainees of Technical Internship program may go on working in National Strategic Special Zones.
This decision will be brought to the ordinary session of the Diet next year. It will be started in spring 2018 provided it goes to schedule.
